Picture a four-person software company in Tallinn. Its founders file taxes online in minutes, sign contracts with a digital ID and sell to customers in Germany before they have sold much at home. Then they search for a digital marketing agency Estonia can offer and find little beyond directory listings. That gap, between a country that runs on digital services and a thin field of guidance about marketing them, is what this page tries to fill.
We write it as practitioners who have planned campaigns for small export-minded firms. One thing first: Arb Digital works with Estonian clients entirely online from Pakistan. None of our people are in Tallinn or Tartu, and the sections below explain how that arrangement works in practice.
What the numbers say about who you are competing with
Eurostat counted 157,547 enterprises in Estonia's business economy in 2024. Of those, 150,351 were micro-enterprises employing nine people or fewer, which is 95.4% of the total. Only 176 firms had 250 or more people on the payroll.
Read that as a marketer and two conclusions follow. First, most of the websites you are up against belong to tiny businesses, many run by founders who update them once a year. A steady programme of useful pages can overtake them faster than in a crowded market such as Germany. Second, the handful of large employers buy carefully and slowly. If your customers are among those 176, you need content that answers procurement questions rather than adverts that shout.
A worked example: a Tartu accounting-software start-up we might advise would not chase broad phrases first. It would publish answers to the specific questions bookkeepers type, in Estonian and English, then build comparison pages once those started to rank.

Two or three languages in one search box
Most consumer searches in Estonia happen in Estonian. A sizeable Russian-speaking community searches in Russian, especially around Tallinn and in Ida-Viru County, and English is common among younger buyers, in technology and in anything export-related. A single-language site leaves real demand on the table.
Here is how we handle that honestly. We write and optimise in English, and we plan Estonian and Russian keyword research, page structure and hreflang tagging, which you can test with our hreflang tag generator. The final Estonian or Russian copy should come from a native writer on your side or one you hire. We do not pretend to produce it ourselves.
Platforms matter too. Google dominates search, while marketplaces such as Osta.ee shape how people compare second-hand and consumer goods. For B2B services, LinkedIn tends to be the paid channel that justifies its cost.
The rules that shape campaigns in Estonia
Estonia applies EU law in full, and the Estonian Data Protection Inspectorate (Andmekaitse Inspektsioon, AKI) supervises personal data. Three pieces of the EU framework touch nearly every campaign:
- The GDPR. Each lead list, CRM export or uploaded ad audience must rest on a valid legal ground, explained to people in plain words. The right to object to direct marketing is absolute.
- The ePrivacy Directive. Non-essential cookies need prior consent, and marketing emails to individuals need consent too, with a soft opt-in for existing customers buying similar products from you. The planned ePrivacy Regulation was withdrawn in 2025, so the Directive and national laws still govern.
- The Omnibus amendments to EU consumer law. Since 28 May 2022, commissioning or inventing customer endorsements is a banned practice across the EU, and a trader displaying customer feedback must explain whether and how it is checked.
In practice, we set up a consent banner that truly blocks tags before a click, keep consumer and business contacts apart, and never touch feedback schemes that would breach those rules. We are marketers, not lawyers, so take unusual questions to your adviser or the AKI.
Scenario: an e-resident's company selling abroad
Many Estonian companies are founded by people who have never lived there, through the government's e-Residency programme. Their marketing problem is unusual: the company is Estonian on paper, but its customers may be in Spain, Ireland or Poland.
Suppose a consultant in Lisbon runs an Estonian company selling design templates. The job is not Estonian SEO at all. It is international SEO with a clear structure: one English hub, country folders where demand justifies them, honest company details and fast pages. Paid campaigns would start in one or two target markets, with conversion tracking agreed before any budget is spent. Our SEO services and Google Ads management are built for exactly that kind of cross-border brief.
How a remote digital marketing agency Estonia firms hire from Pakistan runs
Pakistan Standard Time is UTC+5. Estonia keeps Eastern European Time, UTC+2 in winter and UTC+3 in summer, so Pakistan runs three hours ahead of Tallinn in winter and two hours ahead in summer. Our working day, 9am to 6pm PKT, therefore lands at roughly 6am to 3pm Estonian time in winter and 7am to 4pm in summer. You get the whole Estonian morning and most of the afternoon; anything later is booked ahead.
A typical week looks like this. Monday brings a short written plan. Midweek, you see changes in a shared document before anything goes live. On Friday, results arrive by email from [email protected], drawn from analytics, Search Console and ad accounts that your company owns. There is no long contract: each month renews unless you give 30 days' warning. We invoice for payment by bank transfer only. Most Estonian clients begin with the free audit, which commits them to nothing.
Where Estonian firms can find official help
The Estonian Chamber of Commerce and Industry offers members training, export advice and contacts. e-Residency publishes guidance for founders running Estonian companies from abroad, and the AKI issues guidance on consent and data handling. A sensible marketing plan leans on these: a trade-mission trip, for instance, deserves a matching landing page and a campaign aimed at the buyers you will meet.
Estonia alongside our other European guides
We have no separate Tallinn or Tartu page yet, so this guide covers the whole country. Firms selling across the Baltic Sea will find our Finland guide useful, and the Europe overview links to every other country we cover.
