Finnish buyers are famously direct, so this page is too. If you are about to hire a digital marketing agency Finland can hold to account, you need a way to compare proposals that look alike on the surface. The search results will not help much: they are mostly directories and rankings, some with paid placements, and they rarely tell you how an agency actually works.
Below is the checklist we would hand a friend in Tampere or Oulu before a supplier meeting. It moves from the market itself to channels, Finnish electronic marketing law, measurement and contract terms. We should say at the outset that Arb Digital operates out of Pakistan, entirely online, with nobody stationed in Finland; we deal with what that means for you in its own section rather than burying it.
Step one: make the agency show it has read Finnish data
Ask any shortlisted firm what it knows about your market before it talks about tactics. The official figures are easy to find. For 2024, Eurostat records 478,708 enterprises in Finland's business economy. Micro-enterprises with up to nine people number 456,830, which is 95.4% of all enterprises, while firms with 250 or more staff total just 750.
That shape matters. Nearly every competitor you meet online is a small company with a modest site, which means patient, well-organised content can win ground that would cost a fortune in a bigger market. At the other end, the few hundred large Finnish employers buy in long cycles involving several decision-makers, so a supplier selling to them needs material for each stage: specification pages, comparison content, downloadable guides and email nurture that respects consent rules.
What to check: did the proposal mention any of this, or could it have been written for any country?

Step two: test how they would reach Finnish searchers
Finland has two official languages, and most commercial searches happen in Finnish, with Swedish used along the west coast and in Γ land. Finns also search in English readily, particularly in technology, gaming, research and export trade. Ask a prospective agency three things:
- Which languages will each page target? We write in English and plan Finnish and Swedish keyword strategy; we do not claim native Finnish copywriting, and an honest agency will tell you plainly what it can and cannot produce.
- Which platforms beyond Google? For used and consumer goods, marketplaces such as Tori.fi shape how people compare offers. For B2B, LinkedIn is usually the paid channel that earns its place.
- How will AI assistants describe us? Finnish buyers increasingly ask chat tools for shortlists. Clear, factual pages make it more likely you are cited; see our guide on appearing in ChatGPT answers.
Step three: confirm they know Finnish electronic marketing law
The GDPR applies in Finland as in every EU country, and the Office of the Data Protection Ombudsman supervises it. The national rules for marketing messages and cookies sit in the Act on Electronic Communications Services, Laki sΓ€hkΓΆisen viestinnΓ€n palveluista 917/2014, chapter 24. Its sections a marketer should recognise:
- Β§ 200 covers direct marketing to natural persons. Its second paragraph carries the soft opt-in for contact details a customer gave you in connection with a sale.
- Β§ 202 covers direct marketing to legal entities, which is treated separately from consumers.
- Β§ 205 covers storing information on a user's device, the cookie rule. EU law requires prior consent for anything not strictly necessary.
In practice that means a consent banner that genuinely blocks tags until a visitor agrees, separate handling for consumer and company addresses, and an unsubscribe link in every message. This summary is written by marketers, not lawyers; ask your adviser about edge cases. What to check: will the agency show you its consent configuration before launch?
Step four: agree how a digital marketing agency Finland hires will measure results
Vague targets produce vague work. Before you sign, settle these points in writing:
- The conversions that count: demo requests, quote forms, calls, orders or newsletter sign-ups.
- Where they are recorded: your own GA4 property, your ad accounts and Search Console, all owned by your company.
- How often you see figures, and in what form. A monthly report in plain English, with a short call, suits most Finnish clients.
- Which early signals matter while organic search builds: indexed pages, impressions, rankings for long-tail terms.
If paid search is part of the mix, ask how negative keywords and bidding will be handled; our explainer on negative keywords shows the level of detail you should expect.
Answering the obvious objection: hours, distance and Pakistan
You may reasonably ask whether a supplier three hours ahead of Helsinki in winter can keep up. The overlap is better than people expect. Pakistan sits at UTC+5, and our weekday runs nine to six there, which is roughly 6am to 3pm in Helsinki while Finland is on winter time and 7am to 4pm in summer. That spans the entire Finnish working morning and well into the afternoon. Later meetings are arranged ahead of time.
Day to day, work moves through email at [email protected], shared documents and dashboards you log in to yourself. No contract runs beyond the current month; give 30 days' notice whenever you wish to end it. Bank transfer is the only payment method. If you would rather prove the arrangement before committing, start with a single piece of work such as a technical SEO clean-up.
Public help Finnish firms should use alongside any agency
Business Finland funds and advises companies on innovation and international growth, and Suomi.fi gathers the public services for businesses in one place. The Finnish Patent and Registration Office runs the trade register through YTJ, and Statistics Finland publishes the data that serious market sizing should start from. A sensible agency treats these as allies: a funded export project, for instance, often deserves its own landing pages and English-language campaign.
Finland within our European coverage
There is no separate Helsinki, Espoo or Tampere guide yet, so this page serves the whole of Finland. Firms selling across the Nordics will find related guidance on our other country pages, reachable from the Europe overview; the questions are similar, but each country's consent law differs in its details.
