Most comparisons of a digital marketing agency Portugal offers end up as a contest of portfolios and hourly rates. Those matter, but they hide the questions that decide whether the work pays off: who the campaign is really for, which language it speaks, how consent is handled and who owns the data when the contract ends.
This guide gives Portuguese owners and marketing managers a structured way to decide. Each section ends with something specific to ask or verify. It also explains how Arb Digital fits in: we are an online-only team operating from Pakistan, without an office or representative in Portugal, and we would rather you weigh that openly than discover it later.
Read the market first: Portugal is a country of very small firms
Eurostat's 2024 figures record 1,470,937 enterprises in Portugal's business economy. Some 1,414,555 of them are micro-enterprises employing at most nine people, which is 96.2% of all enterprises, and 1,296 employ 250 or more. Very few European economies are tilted this far towards the smallest firms.
For marketing, that tilt cuts two ways, and a proposal that ignores it is a warning sign in itself. Many competitors run basic sites with little content, so a clear structure, fast pages and a complete Google Business Profile can lift a small company quickly. Yet budgets are tight, so every channel has to justify itself; broad brand campaigns rarely make sense for a ten-person business in Braga or Faro.
Verify: does the proposal size the spend to your firm, or reuse a template written for much larger clients?

Questions that separate a strong digital marketing agency Portugal shortlist from a weak one
- Portuguese, English or both? Domestic buyers search mainly in Portuguese, while tourism, property, relocation and export firms also need English-speaking audiences. We write in English and plan Portuguese keyword research and page structure; we do not supply native Portuguese copy, and you should expect the same candour from others.
- Which platforms beyond Google? Classifieds and marketplaces such as OLX shape how Portuguese consumers compare used goods and services, and Instagram carries much discovery for restaurants and retail.
- Can you show case material with numbers? Traffic, leads and conversion rates from comparable clients tell you more than design samples.
- What will the first month produce? An audit, fixed tracking and a written plan, not a batch of blog posts.
For a sense of the conversion numbers to aim at, our explainer on good conversion rates is a sensible benchmark.
Check how they will handle consent and opposition lists
The GDPR applies in Portugal, supervised by the CNPD, the national data protection authority. On top of it, Portuguese law (Lei 41/2004) requires consent for cookies and for most electronic marketing; only storage that is strictly necessary for the service a visitor requested is exempt. So analytics and advertising tags should stay off until someone accepts them.
Two opposition lists also matter for outbound work:
- Companies. The Direção-Geral do Consumidor list records legal persons that do not want unsolicited direct-marketing communications.
- Individuals. The Lista de Oposição run by the Portuguese direct marketing association covers post and telephone contact.
This is a practical summary from marketers, not legal advice. Ask: how will you screen our contact lists against both, and show us the consent banner before it goes live?
What to put in the contract
- Ownership. Your domain, website, Google Ads, Meta and analytics accounts stay in your company's name, with the agency added as a user.
- Exit terms. Short notice periods keep a supplier honest. Avoid lengthy lock-ins.
- Reporting. A fixed monthly date, plain-language commentary and figures taken directly from your own accounts.
- No promises of positions. A contract that guarantees first place on Google is a red flag; so is any offer to buy customer praise, which EU consumer law treats as a banned practice.

"Isn't Pakistan too far away?" Our answer on hours and contact
Portugal runs an hour behind most of Europe, which makes the overlap with our day easy to misjudge, so here are the real figures. Our working day in Pakistan (UTC+5) is nine to six, Monday to Friday. On Portuguese clocks that becomes 4am–1pm in the winter months and 5am–2pm under summer time, so we have already done several hours of work by the time your office opens and we remain available through late morning and lunch. Calls after that are arranged in advance.
Contact runs through [email protected], a shared task board and dashboards you log into yourself. Invoices go out monthly and are paid by bank transfer; to end the arrangement, either party simply gives 30 days' notice. If you would like to test the arrangement on something contained, start with local SEO for your Google Business Profile and listings.
Free public support for Portuguese companies
IAPMEI, the agency for competitiveness and innovation, supports small and medium-sized companies with programmes and guidance. ePortugal brings together public services for businesses, including company registration, and INE, Statistics Portugal, publishes the regional business data any serious plan should rest on. A good agency will point you to these too, because a funded project or a new registration often deserves its own campaign.

Our first city page in Portugal covers the capital region: see the Lisbon guide, which uses figures for the Lisbon Metropolitan Area. Porto and other cities may follow later. Companies selling across borders can reach every country guide from our Europe overview.
