Anyone weighing up a digital marketing agency France buyers would trust should first look at how French business is built. It is a country of national champions and millions of independents, of strict privacy culture and proud language rules, and the channels that work reflect that mix.
Arb Digital works remotely from Pakistan, in English. We do not pretend to write native French copy; we bring strategy, technical SEO, paid search and analytics, and coordinate with French writers you choose.
The French economy, then and now
Post-war France was built on planned industry: cars, aerospace, energy, rail and large government-linked groups. Luxury, food and tourism gave it global brands that still shape how the world sees French products. From the 2000s, deindustrialisation in the north and east pushed growth towards services and the big metropolitan areas.
The newer story is entrepreneurship. Simplified self-employed status and a strong startup push produced a wave of new firms, and the count is now very large. Eurostat puts the total at 5,445,577 enterprises in France's business economy (Eurostat SBS 2024). Firms employing nine people or fewer dominate that count: Eurostat lists 5,246,721 micro-enterprises (0-9 persons employed), equal to 96.3%. Only 6,210 French enterprises reach 250 or more persons employed (Eurostat SBS 2024).
That tiny top tier explains a lot about French marketing. Large groups tend to keep brand and media in-house or with big networks, so independent specialists mostly serve the vast base below them: artisans, liberal professions, clinics, shops, consultancies and young startups. Those buyers rarely have a marketing department, which means the person reading your proposal is usually the owner, short on time and wary of jargon.
Demand is heading towards green industry and energy transition, health, digital services and premium exports. For marketers, that means two very different audiences: sole traders and small firms who decide fast, and big organisations that buy through tenders and long committees.

How French buyers search
French is the default language of search, and French consumers expect French pages. An English-only site will struggle outside tourism, luxury, international education and some B2B tech niches. Queries also differ in structure: buyers often search "agence" plus a service and a city, and accents matter less in queries than on the page.
English demand is real but narrow. It comes from international companies setting up in France, expatriates, visitors and English-speaking procurement teams. We build both maps: the French keyword set that drives most revenue, and the English one for those specific audiences.
Platforms matter alongside Google. French shoppers use Amazon.fr, Cdiscount and Leboncoin, and service buyers check the Pages Jaunes directory and maps listings. Marketplace listings and product feeds therefore belong in the same plan as your site.
Where a digital marketing agency France firms hire adds value
For a small French business, the work is often unglamorous: fixing a slow site, completing the maps profile, and building a few strong pages around how customers describe their problem. Our SEO services and technical SEO cover that groundwork.
For exporters, the challenge is the reverse. A Lyon manufacturer or a Bordeaux wine house may rank well at home but have no presence in English. Here we plan international structure, hreflang and English content, and run Google Ads abroad while organic visibility grows.
For ecommerce, product feeds, category structure and accessibility now matter as much as ads, especially since the European Accessibility Act began applying to many online shops on 28 June 2025.
French rules your marketing must follow
The CNIL is the French data protection authority, and it is active on cookies and tracking. Treat its guidance as the standard your consent banner and analytics set-up must meet, and keep records of how consent was collected.
Telemarketing changed this year. According to Service-Public, since 11 August 2026 phone canvassing of consumers is banned by default. It is allowed only with the consumer's prior consent, within an ongoing contract on a related subject, or for newspaper and magazine subscriptions. Consent must be free, informed and given by a clear positive act; it lasts at most one year, is not tacitly renewable, and can be withdrawn at any time, even orally. Calls remain limited to Monday to Friday, 10:00 to 13:00 and 14:00 to 20:00, with none on public holidays. The old opt-out list stopped operating on the same date, and abusive calls are reported through SignalConso.

Working together across time zones
French clocks trail Pakistan by three hours from late March to late October and by four through the winter. Seen from France, our working day starts before your office opens and finishes mid-afternoon, which suits teams who review numbers early. Later meetings are arranged by appointment, and email goes straight to the specialists on your account at [email protected].
You are never locked in. The agreement rolls monthly, either side can end it with a month's written notice, and invoices are settled by bank transfer. After each month closes you receive an English-language report covering rankings, traffic, conversions and every change made to the site or campaigns, so nothing happens out of sight. The first step is a free audit, so you can judge our thinking before deciding anything.
Support bodies and French city guides
Before spending on growth, use the free public help. Bpifrance CrΓ©ation explains funding and setting up, Entreprendre.Service-Public.fr covers obligations for businesses, and the chambers of commerce run digital training.
Our first French city guide is Paris, the country's largest market and its hardest search arena. Lyon, Marseille, Toulouse, Bordeaux and Lille will follow as demand justifies. If you also sell south of the Pyrenees, read our Spain guide.
